Punjab layers its own festival calendar on top of the national rules: Baisakhi's spring harvest bonfires and Lohri's winter fires both draw real cracker demand outside the Diwali window, and neither festival changes what's legal to burst or when. The state doesn't carry a standalone firecracker Act that overrides the national framework; whatever hour restrictions apply on a given festival night in Amritsar, Jalandhar or Ludhiana still trace back to the same two orders every other state follows.

Two national orders set the floor here. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). On top of that national floor, Punjab's own government notification is explicit: e-commerce websites, including Amazon and Flipkart, are barred from accepting online orders or delivering firecrackers anywhere in the state, and only licensed offline traders may sell certified green crackers, within a fixed window the state has extended to as late as 31 December in some recent years (Lexplosion, citing the Punjab government's notification; India Today). That bar applies to Amritsar, Jalandhar and Ludhiana alike; there is no city-level exemption on record.
