Green crackers in Pune: 76 CSIR-NEERI certified boxes from ₹17

The Supreme Court's 2018 order is the legal floor across India, and Pune City Police have layered their own city-specific order on top of it in recent years. Local reporting on the most recent Diwali guidelines described a nighttime restriction on sound-emitting crackers and specifically named "atom bomb" crackers among the items covered (Indian Express). That's a city order about which loud, non-green items are further restricted overnight, not a separate legal category, so it sits alongside, not instead of, the green-crackers-only requirement that already applies everywhere.

Two national orders set the floor here. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). CSIR-NEERI's formulation swaps the barium-salt oxidiser that gave older crackers their sharp report and heavy particulate output for a lower-emission mix, cutting particulate load while keeping most of the visual effect intact. That matters differently across Pune's two housing shapes. In the old peths near Shaniwar Wada, where a wada's inner courtyard shares air with three or four households stacked around it and a lane barely fits two scooters passing, a lower-smoke, lower-noise cracker clears in minutes rather than lingering against closed shutters till morning. In the newer townships around Hinjewadi and Kharadi, where a society compound gives more open air to begin with, the same formulation still cuts the sound that travels between blocks stacked ten and fifteen floors high. Green crackers don't eliminate smoke or noise; they reduce both against the conventional baseline the Supreme Court banned, which is the entire basis for permitting any bursting at all rather than banning firecrackers outright.
