Green Crackers in Puducherry

"Green cracker" is not a marketing label here or anywhere else in India. It is the only legal category left standing after one national order redrew what could be manufactured and sold at all.

Two national orders set the floor here. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). That single order is why the word "green" appears on every legitimate pack sold into Puducherry: barium-salt and joined crackers are not part of the legal catalogue any more, regardless of city-level rules. The Puducherry city police and the Puducherry Pollution Control Committee enforce that floor locally and can add their own timing order on top of it; for anything newer, check the 2026 notification from either body before you buy or burst.

Green Crackers sold here are CSIR-NEERI formulations with roughly 30% lower emissions and reduced sound compared to conventional crackers. That's the qualifying line, not a marketing claim: a green cracker swaps barium salts for cleaner oxidisers and cuts particulate output, and because it's also the only legal option under the national mandate, every item in the Puducherry catalogue is stocked to that standard by default. In a heritage core built from narrow lanes and close-set colonial buildings, lower-emission and quieter stock also happens to suit the neighbourhood better than the pre-2018 alternatives did, even though that's a side effect of the law rather than a separate city rule.

Karthigai Deepam is a lamp festival first, so households pair the deepam rows with sparklers and small fountains rather than aerials, and every one of those items still has to meet the same CSIR-NEERI green standard as a full Diwali basket bought weeks later. The green-only rule doesn't loosen for a smaller order or a quieter occasion; it applies the same way whether the purchase is a single sparkler pack for a compound-wall lamp row or a wider Deepavali spread.
