Green crackers in Nagpur: 76 CSIR-NEERI certified boxes from ₹17

The Supreme Court's 2018 order didn't just recommend green crackers, it banned everything else: barium-salt formulations and joined crackers (the kind wired together to fire in a chain) are outright prohibited, and only NEERI-certified green stock can legally be manufactured or sold anywhere in India, Nagpur included. Locally, the city police have added their own layer on top of that national floor, recently narrowing Diwali bursting itself to a fixed 8 PM–10 PM window rather than a loose evening block, with cracker shops permitted to trade until 11 PM through the run-up. That local detail can shift season to season, so treat it as the city's recent pattern rather than a fixed rule.

The same national baseline applies before any local rule. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). A genuine green cracker carries a QR-coded, NEERI-licensed marking on the box, roughly 30% lower particulate and gas emissions than a conventional cracker, and reduced sound output, achieved without the barium-salt compounds that the Supreme Court's order bans outright. In a city that hosts the institute behind that formulation, checking for the certification mark before adding an item to a Nagpur cart is not an abstract compliance step, it's confirming the product against the standard set a few kilometres from where most buyers live. Unmarked or unusually cheap stock circulating around festival season rarely carries that certification and is not legal to sell.
