A Calcutta High Court order has, in recent Diwali seasons, fixed the bursting window to two hours in the evening, and Kolkata Police has carried that timing forward each year since (The Telegraph). Green certification and that timing rule sit on separate shelves: a cracker can be fully green-compliant and still be burst at the wrong hour, so both checks apply together rather than one substituting for the other. Because the window is reissued rather than fixed permanently, treat any past year's hours as a guide, not this year's answer.

The certified stock in this catalogue clears the Supreme Court's 2018 formulation bar before a Kolkata address ever sees it: barium-salt and joined crackers are excluded outright, full stop, regardless of category. The West Bengal Pollution Control Board treats a lapse on that front as a seizure matter, not a labelling dispute, a stricter posture than simply trusting a manufacturer's certificate on faith. None of that enforcement stops the citywide dip reported across Kolkata and Howrah on Kali Puja night; a lower-emission formulation on each individual cracker doesn't offset the sheer volume a city this size burns through in one evening, and that gap between certified-clean and citywide-clean is the honest limit of what green enforcement buys here. Kali Puja is the single evening Kolkata's cracker demand actually peaks around, landing on the same Amavasya night the rest of India marks as Diwali but built around Kali rather than Lakshmi; sky shots and fountains dominate what gets ordered for it, ahead of anything with a sharp ground-level report.
