Green crackers in Bhubaneswar: 76 CSIR-NEERI certified boxes from ₹17

The Supreme Court's 23 October 2018 order is the reason "green crackers" is a category at all.

Whatever the state adds, two nationwide orders come first. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). Odisha isn't named among the NGT's specific poor-air-quality regions, so the underlying green-only rule is what governs Bhubaneswar rather than a separate blanket local ban. That doesn't mean the rules are static: Bhubaneswar police and the Odisha pollution control board issue their own seasonal notifications, occasionally narrowing hours for particular zones or events.
