Green Crackers in Bengaluru

The Supreme Court's 2018 order is the floor everywhere in India, but Karnataka's regulator has been unusually explicit about pairing it with a local timing rule: the KSPCB, alongside the city police commissioner, has confirmed the green-crackers-only requirement and a roughly two-hour bursting band together for several consecutive Deepavali seasons (Deccan Herald; The News Minute). That's a fresh notification each year rather than a standing statute, so confirm the current 2026 order rather than assume last year's timing carries over, but the green-only requirement itself is not new or in question; it's the settled national baseline that Bengaluru's local notification simply restates.

The same national baseline applies before any local rule. CSIR-NEERI's green formulation swaps out the barium-salt oxidiser that gave older crackers their sharp bang and heavy particulate output for a lower-emission mix, cutting particulate load meaningfully while keeping the visual effect. In a city with as much dense apartment living as Bengaluru, where one balcony's smoke sits close to the next block's windows, that lower-emission profile matters more directly than in a spread-out town: several apartment associations here have separately restricted bursting to a common yard or terrace, on top of the legal window, precisely because concentrated smoke and noise in a compound is felt by more households at once than in a standalone house. Green crackers don't eliminate smoke or sound entirely, they reduce both against the conventional baseline, which is the whole basis for the Supreme Court permitting them at all.
