Graduation Crackers

Graduation in India isn't one event, it's at least two. Results day is unscheduled by definition, the date depends on when the university or board publishes marks, and celebrations tend to be immediate and informal, with students bursting a round of sparklers within the hour, often still in casual clothes. Convocation, by contrast, is scheduled months in advance, complete with gowns, families travelling in, and a proper function afterward. Crackers fit both, but differently: a results-day burst is small, spontaneous and friend-driven, while a convocation-night order tends to be planned as part of a family celebration alongside sweets and a restaurant dinner. Neither follows the household, multi-day shape of a festival order, a graduation order is almost always a single small basket bought and burst within a day or two of the actual event, which is part of why sparklers and fountains dominate rather than the aerial-heavy baskets a wedding or a festival calls for.

A graduation burst is just as much a domestic user as any other, so the same green-crackers-only rule and state-notified window apply. There's no student or campus exemption anywhere in the Supreme Court or NGT orders. Bursting hours are set by the state, check the 2026 notification from your city police or state pollution control board for the exact window. Campus rules can be stricter than the state's, though, many colleges and hostels ban bursting inside the gate regardless of the legal window, so check with your warden or dean's office before planning an on-campus celebration. The same national baseline applies before any local rule. Supreme Court, 23 Oct 2018 (WP(C) 728/2015): permitted manufacture/sale of green crackers, banned barium-salt and joined crackers, limited Diwali bursting to a ~2-hour window (commonly 8–10 PM). NGT, 9 Nov & 1 Dec 2020 (O.A. 249/2020): ban on firecrackers in poor-air-quality regions including the NCR. Our green crackers guide explains what the CSIR-NEERI formulations change.
