What PESO is, and how old the law behind it is
PESO, the Petroleum and Explosives Safety Organisation, is India's nodal agency for the safety of hazardous substances, including explosives. It has held that role since 1898, which makes the regulatory backbone here considerably older than the fireworks companies it now licenses. PESO administers the Explosives Act, 1884, and the Explosives Rules, 2008, the two pieces of law a fireworks manufacturer has to satisfy before producing so much as a single sparkler legally.

The threshold that determines whether a firm needs a PESO licence at all is weight-based: PESO licenses are granted to units handling between 15 kg and 2,000 kg of fireworks material.

PESO's second job: certifying what gets made, not just who makes it
Issuing a manufacturing licence is only half of what PESO does. A firm can hold a valid PESO manufacturing licence and still need its specific product formulation cleared against that testing standard; the licence authorises the operation, the certification clears the product.

Between 2022 and mid-2025, 89 accidents were recorded at fireworks units in Virudhunagar district; the split between PESO-licensed and district-licensed units was uneven, with PESO-licensed premises accounting for the larger share of both incidents and deaths in that period, reflecting the fact that PESO licenses the larger, higher-volume operations doing the more hazardous work at scale.
That record isn't an argument against buying from PESO-licensed manufacturers; it's the reason licensing, inspection and traceable sourcing matter in the first place.
