Environment-Friendly Crackers Explained

The certified green-cracker standard: 30% PM (or 20% PM + 10% gas) cut, SWAS/STAR/SAFAL formulations, and the Supreme Court plus NGT rules behind it.

A certified environment-friendly cracker is the same flower pot, sparkler, or sound cracker you already know, built to a CSIR-NEERI formulation that cuts particulate and gas emissions against a fixed, tested standard. That is the whole claim. It is not "zero pollution," and in India it now decides which crackers you are legally allowed to burn in most cities.

The short version:

  • A green cracker must hit one of two certified emission cuts: at least 30% less particulate matter (PM) than a conventional cracker of the same type, or 20% less PM plus 10% less gaseous emissions (SO₂, NO₂). Either path qualifies; there is no single "30%" floor that covers both.
  • The formulation was developed by CSIR-NEERI, and it drops barium, mercury, and arsenic from the mix.
  • Three named CSIR-NEERI formulations exist: SWAS, STAR, and SAFAL.
  • A genuine one carries the CSIR-NEERI logo and a scannable QR code on the box, not just the word "green" printed on the label.
  • "Environment-friendly" is a comparison, not an absence of pollution. The cracker still bursts, sparks, and smokes; it does less of it than the ordinary version.

What "environment-friendly" actually means

Every "environment friendly crackers explained" search in India eventually lands on the same term: green crackers. It is not a marketing label a manufacturer can apply on its own. It is a certified category built around a fixed formulation and a measurable emission target, and any product sold as one must be able to trace that claim back to CSIR-NEERI's testing.

The product itself does not change shape. A green flower pot is still a flower pot. A green sparkler still throws sparks for its burn time. What changes sits inside the composition: less ash-forming raw material, a smaller shell, and additives that suppress dust as the cracker burns. The visible effect stays close to a conventional cracker of the same category; the emission profile behind it does not.

That distinction matters for buyers in 2026, because in a growing number of Indian cities, "green" is not a preference anymore. It is the only legal option.

Where the standard came from: CSIR-NEERI

The formulation behind every certified environment-friendly cracker was developed by CSIR-NEERI, the Council of Scientific and Industrial Research's National Environmental Engineering Research Institute. NEERI is the body that set the emission targets, tested the formulations against them, and now certifies which products may legally use the "green" claim.

CSIR signed manufacturing and sale agreements with roughly 230 companies to bring green crackers to market, and their manufacturing cost runs about the same as, or slightly lower than, conventional crackers of the same type. That last point matters commercially: green certification is not a premium ingredient story, it is a reformulated recipe at a comparable production cost.

The emission-reduction standard, in full

This is the part most explainers get wrong by rounding it down to a single number. A cracker qualifies as green if it meets either of two conditions against a conventional cracker of the same category:

  1. A minimum 30% reduction in particulate matter (PM) emissions, or
  2. A minimum 20% reduction in PM, combined with at least a 10% reduction in gaseous emissions such as SO₂ and NO₂.

Both paths are valid certifications. A cracker does not need to clear 30% PM reduction if it clears the second, combined threshold instead. Manufacturers hit these numbers by reducing shell size, cutting out ash-forming raw material, trimming the overall raw-material load in the composition, and adding dust-suppressant components that release water vapour or air into the burn cloud, physically pulling particulates down before they disperse.

The three green formulations: SWAS, STAR, SAFAL

CSIR-NEERI's work produced three named formulation families, each tested and certified against the standard above:

  • SWAS — Safe Water Releaser. Releases water vapour into the air as the cracker burns, which works as a built-in dust suppressant and dilutes the gases coming off the burn.
  • STAR — Safe Thermite Cracker. A separate certified CSIR-NEERI formulation.
  • SAFAL — Safe Minimal Aluminium. The third certified CSIR-NEERI formulation.

All three meet the same emission-reduction standard described above; the names identify which formulation family a product belongs to, not a difference in how "green" it is. Green versions exist across the usual product range: flower pots, pencils, sparklers, maroons, bombs, and chakkars.

What gets removed from the formulation

Part of what "environment-friendly" removes is not about emissions at burn time at all, it is about the raw chemistry going in. Conventional crackers commonly use barium salts for colour and heavy-effect crackers. Certified green crackers are formulated without barium nitrate, and PESO's approval conditions for green crackers required them to be free of barium along with mercury and arsenic.

That is a separate fact from the PM-reduction number above; a cracker can technically hit an emission target and still contain a hazardous ingredient, so the barium-free requirement is its own, additional condition PESO checked for before approval. The approval itself rested on three stated grounds: lower pollution, lower noise, and freedom from mercury, arsenic, and barium.

How to verify a genuine environment-friendly cracker

Because "green" is worth checking, not just trusting, CSIR-NEERI certification is tied to two physical markers on genuine stock: the CSIR-NEERI green logo printed on the box, and a QR code unique to that product. Scan it with the official "CSIR NEERI Green QR Code" app, available on the Google Play Store, and it should confirm the certification against NEERI's own records.

What "environment-friendly" does not mean

Here is the part the marketing on a cracker box rarely says outright: green crackers still produce the same core effect as their conventional counterpart, spark, flash, and sound included. The certification reduces what comes off the cracker as smoke and gas. It does not remove the fire, the noise, or the risk that comes with handling any firework.

Two things follow from that. First, "environment-friendly" is a relative claim, less polluting than a like-for-like conventional cracker, not an absolute one. A green cracker still adds particulates and gases to the air; the number is smaller, not zero. Second, all normal cracker-safety precautions still apply in full: burn outdoors, keep water nearby, supervise children, and follow your city's timing rules. None of that changes because the box says green.
