Both are stick rockets launched from a fixed bottle or stand, both climb and finish with an aerial effect, and both sit in the medium noise band, so on paper they look close. The actual experience diverges the moment they leave the ground. A Whistling Rocket announces itself on the way up with a rising whistle through the ascent, then closes with a colour burst once it peaks, so the effect is layered across the whole flight rather than concentrated at the end.

A Sound Rocket climbs without any of that build-up, no whistle, no colour, and ends in a single loud bang once it reaches altitude. It's a more stripped-down aerial effect: the whole point is the bang, not a build-up toward it.
