The Differences That Matter

The core technical difference is the chemical formulation, not the visible effect. A green sparkler still throws sparks, a green flower pot still fountains, a green ground chakkar still spins; the light and colour output looks the same to a bystander. What changes is what's inside: CSIR-NEERI-developed green formulations are engineered to reduce particulate matter and harmful gas emissions by around 30% compared with a conventional, uncertified mix, and to cut the sound output of the same effect. That's a reformulation of the composition, not a different category of firework.

The legal difference is the bigger story. The Supreme Court's order of 23 October 2018 (WP(C) 728/2015) is what permits manufacture and sale of green crackers in the first place. It didn't ban fireworks outright; it drew the line at the emission-reduced formulation. Separately, the National Green Tribunal (orders of 9 November and 1 December 2020, O.A. 249/2020) set rules restricting bursting during periods of poor air quality and in the NCR specifically. Those are two different bodies addressing two different questions: one sets what can be manufactured and sold, the other restricts when and where bursting happens. Green certification doesn't exempt anyone from the second set of rules.

Practically, "normal crackers" as a shelf category has mostly stopped existing at compliant retailers. What used to sit under that name is either reformulated to meet the green standard or isn't manufactured for retail sale anymore. So this isn't really a green-versus-normal purchase decision in the way "gift box versus individual items" is. It's closer to understanding that the product in front of you already is the green-reformulated version, whether or not the box says so loudly.
