During periods of poor air quality, and specifically in the National Capital Region, the NGT's rules restrict when bursting is allowed, sometimes down to specific permitted hours or an outright pause during the worst pollution windows. This applies regardless of whether the cracker in your hand is green-certified or not. Certification tells you the product is legal to buy and burst; it doesn't override a local timing restriction that's active that week.
