Whats new in green crackers this year isn't a new formulation, it's how far certified green stock has spread since the Supreme Court first permitted it, and how enforceable the rule requiring it has become in most of urban India.
Where the rule actually comes from
The Supreme Court, by judgement dated 23 October 2018 in Writ Petition (Civil) No. 728 of 2015, allowed the manufacture and sale of green crackers in the first place. The National Green Tribunal then went further, its orders of 9 November and 1 December 2020 (O.A. No. 249/2020) direct that only green crackers may be used in cities and towns where air quality is moderate or below. Those are two different bodies doing two different things, the Supreme Court cleared green crackers for sale, the NGT restricts where conventional crackers can still be used, and it's worth keeping the two straight when you're checking what applies to your city.
The three certified formulations
CSIR-NEERI developed three green formulations that cover most of the market: SWAS (Safe Water Releaser) releases water vapour during the burn, acting as a dust suppressant and diluting gaseous emissions; STAR (Safe Thermite Cracker) reduces ash-forming raw material to cut particulate output; and SAFAL (Safe Minimal Aluminium) cuts the aluminium content that drives metallic dust in conventional crackers. Every formulation must hit the same bar, a minimum 30% reduction in particulate matter against a conventional cracker of the same type, or a 20% PM cut plus at least 10% reduction in gaseous emissions. All three are free of mercury, arsenic and barium, the hazardous elements PESO restricted from green formulations, and none of them change the spark, flash or sound compared with a conventional cracker of the same type, the reduction is purely in what's released into the air.
How wide the adoption has gone
CSIR has signed manufacturing agreements with around 230 companies to produce and sell green crackers, and their manufacturing cost runs about the same as, or slightly lower than, conventional stock. That's the scale shift worth noticing this year, green isn't a niche premium line any more, it's spread across most of the standard product range: flower pots, pencils, sparklers, maroons, bombs and chakkars all have certified green versions now.
Checking what you're buying
Every legitimate green cracker carries the CSIR-NEERI green logo and a QR code, scannable with the CSIR NEERI Green QR Code app from the Google Play Store. PESO, the Petroleum and Explosives Safety Organisation, tests and certifies each product against noise and composition limits before manufacture is permitted at all, green or conventional. If a box has no logo and no working QR code, treat it as uncertified.
Why the certification detail is worth reading, not skimming
It's tempting to treat "green cracker" as a single label, but the three formulations solve different parts of the emissions problem, and knowing which one is on a box tells you something real. SWAS suits items where water vapour dispersal helps most, STAR targets the ash-forming compounds that create particulate load, and SAFAL specifically cuts the aluminium that drives metallic dust. None of that changes what you see or hear when it bursts, the entire difference sits in what's left behind in the air afterward, which is exactly the point PESO certification is built to verify before any of these formulations reach the shelf.
Ordering timeline
