Layer One: The National Floor
The Supreme Court of India, by judgment dated 23 October 2018 in Arjun Gopal v Union of India (Writ Petition (Civil) No. 728 of 2015), restricted manufacture and sale nationwide to green crackers, banning conventional high-pollution categories, and fixed a default bursting window of 8:00 pm to 10:00 pm on Diwali and similar festivals. In November 2023, the Supreme Court clarified that these directions apply across all states, not only Delhi-NCR. On top of that, the National Green Tribunal's orders of 9 November and 1 December 2020 (O.A. No. 249/2020) direct that where a city's average air quality is "moderate" or below, only green crackers may be sold or used, within a two-hour festival window; where air quality is "poor" or worse, the NGT's order is a total ban on sale and use of all firecrackers. Delhi-NCR's air quality routinely sits in that "poor" range around Diwali, which is exactly why the region attracts the strictest scrutiny in the country.
Layer Two: Delhi Goes Further, Most Years
Beyond the national floor, Delhi is the clearest example anywhere in India of a state authority layering extra restrictions on top. The Delhi Pollution Control Committee has repeatedly imposed additional total bans on the manufacture, storage, sale and bursting of all firecrackers, including certified green ones, going further than what the Supreme Court or NGT orders require nationally. In some recent years that has meant a full ban with no bursting window at all; in others it has meant a narrow green-crackers-only window. Which one applies in any given year is a fresh decision, not a standing rule, which is exactly why a page claiming to tell you "what's allowed in Delhi-NCR" without a date is guessing.
Why You Cannot Rely on Last Year's Answer
Because Delhi's notification is reissued for each festival season and has swung between a full ban and a green-crackers-only window in different years, the only accurate way to answer "what's allowed in Delhi-NCR this year" is to read that year's notification from the Delhi Pollution Control Committee or Delhi Police. Do not carry forward a bursting window, a sale date, or a ban status from a previous Diwali season; assume it can change and confirm it fresh.
What Green Certification Looks Like, Whenever It Applies
When Delhi-NCR's rule for a given year is "green crackers only, inside a window," the certification checks are the same ones that apply nationally. Green crackers are developed by CSIR-NEERI and must show either a minimum 30% reduction in particulate matter emissions compared with a conventional cracker of the same category, or a 20% PM reduction plus at least 10% reduction in gaseous emissions. They do not contain barium nitrate, and PESO requires them to be free of mercury and arsenic as well. Certified packets carry the CSIR-NEERI green logo and a QR code, checkable with the CSIR NEERI Green QR Code app; a packet without that logo and code has not been certified, whatever the seller claims.
Noise Limits Apply Regardless of the Window
Separately from the timing and green-certification question, every firecracker sold in India, in Delhi-NCR or anywhere else, must stay within the Supreme Court's noise ceiling of 125 dB(AI) or 145 dB(C) peak, measured at 4 metres from the point of bursting. For a series or joined firecracker, the permitted limit is reduced by 5 log10(N) dB, where N is the number of crackers joined together, which discourages long chains regardless of the timing rule in force that year. PESO is the agency that tests and certifies crackers against this ceiling before manufacture is permitted.
