Green crackers are firecrackers developed by CSIR-NEERI (the Council of Scientific and Industrial Research: National Environmental Engineering Research Institute) to cut particulate and gas emissions against a tested standard, while producing the same spark, flash and sound as a conventional cracker of the same type. They're less polluting, not pollution-free, and only real if the certification behind them is genuine.
The standard that defines "green"
A cracker qualifies as green only if it clears one of two paths: a minimum 30% reduction in particulate matter (PM) emissions compared with a conventional cracker of the same category, or a minimum 20% PM reduction combined with at least 10% reduction in gaseous emissions such as SO2 and NO2. This is a lab-tested figure, not a description a manufacturer can apply on their own judgement.
How the emission cut is achieved
Green formulations use a smaller shell size, eliminate ash-forming raw material, reduce overall raw-material use, and add dust-suppressant compounds that release water vapour or air as the cracker burns, settling particulate matter and diluting gaseous emissions at the same time. CSIR-NEERI built three named formulations around this approach: SWAS (Safe Water Releaser), STAR (Safe Thermite Cracker) and SAFAL (Safe Minimal Aluminium), each targeting the substitution slightly differently while meeting the same emission standard.
What's banned from the composition
Certified green crackers must be free of barium nitrate, mercury and arsenic, a PESO requirement layered on top of the emission standard. PESO's overall approval basis for green crackers combined lower pollution, lower noise, and this material exclusion together, so certification checks chemistry and toxic-metal content as one process, not two separate hurdles.
What green crackers don't change
Green crackers still produce the same effects, spark, flash and sound, as conventional crackers of the same type. The reduction is in emissions, not the show, and it isn't total: a green cracker is less polluting than its conventional equivalent, not pollution-free. Both green and conventional crackers also have to meet the same national noise ceiling, so "green" doesn't mean "quieter" either.
The legal basis
The Supreme Court of India, by judgement dated 23 October 2018 in Writ Petition (Civil) No. 728 of 2015, allowed the manufacture and sale of green crackers, creating the legal category in the first place. Separately, the National Green Tribunal, by orders dated 9 November 2020 and 1 December 2020 (O.A. No. 249/2020), directed that only green crackers may be used in cities and towns where air quality is moderate or below. These are two different rulings from two different bodies: the Supreme Court enabled manufacture and sale, the NGT restricts usage by local air quality.
How to verify a green cracker is genuine
Certified products carry the green CSIR-NEERI logo and a unique QR code on the packaging. Scan it with your phone camera or the official 'CSIR NEERI Green QR Code' app from the Play Store; a genuine scan shows licences, approvals, a CSIR-NEERI certificate, and a reference to the Supreme Court order. If the code doesn't open or doesn't show these details, the product is not a genuine certified green cracker, regardless of the label.

Green certification covers a defined set of product types, flower pots, pencils, sparklers, maroons, bombs and chakkars, so most standard categories have a certified option. CSIR signed agreements with roughly 230 companies to manufacture and sell them, and reported manufacturing cost is about the same as, or slightly lower than, conventional crackers, so certified green shouldn't carry a steep price premium.
