SWAS, STAR and SAFAL are the three green-cracker formulations developed by CSIR-NEERI. Each name is also a description: Safe Water Releaser, Safe Thermite Cracker, and Safe Minimal Aluminium. All three exist to hit the same emission standard through different substitutions in the composition.

The standard all three formulations share

Every certified product must clear the same bar. Either a minimum 30% reduction in particulate matter (PM) emissions against a conventional cracker of the same category, or a minimum 20% PM reduction combined with at least 10% reduction in gaseous emissions like SO2 and NO2. SWAS, STAR and SAFAL aren't three different emission standards. They're three formulation routes to the exact same tested reduction.

SWAS: Safe Water Releaser

SWAS is the best-documented of the three. SWAS crackers release water vapour into the air during the burn, working as a dust suppressant and diluting the gaseous emissions released at the same time. The vapour does active work while the cracker burns. It settles particulate matter that would otherwise stay airborne and cuts the concentration of gases like SO2 and NO2 in the immediate area. A direct, mechanical answer to the emission-cut requirement.

STAR: Safe Thermite Cracker

STAR's name identifies its focus: reducing reliance on thermite-based compounds in the composition. Thermites are the class of reactive metal-oxide mixtures that can contribute to a cracker's flash and heat effect, but also to its emission load. The broader mechanism is the same substitution logic used across the green range, applied specifically to the thermite component: cut the raw material and ash-forming content that drives up particulate output.

SAFAL: Safe Minimal Aluminium

SAFAL targets aluminium content, an ingredient used in some conventional crackers for bright flash and spark effects. The logic is blunt: less material going into the shell means less material available to become airborne particulate when it burns. All three formulations only exist as a legal product category because the Supreme Court's 2018 ruling permitted green-cracker manufacture and sale in the first place.

What's genuinely public about STAR and SAFAL's chemistry

Worth being straightforward here. Publicly available detail on STAR and SAFAL's exact composition is thinner than what's documented for SWAS. What's confirmed is the name, the category (one of CSIR-NEERI's three official green formulations), and that both meet the same certification standard as SWAS. If you need formulation-level chemistry beyond what the names describe, that's a question for the certifying documentation on a specific product's QR code. This overview won't pretend to know more.

What all three have in common beyond chemistry

SWAS, STAR and SAFAL products are all required to be free of barium nitrate, mercury and arsenic. All are identified the same way: a green CSIR-NEERI logo and a QR code you can scan with your phone camera or the 'CSIR NEERI Green QR Code' app. The formulation name itself isn't usually printed prominently on retail packaging. The certification marks are what you check, whichever of the three underlies the product. Scanning the code should surface the licences and CSIR-NEERI certificate behind whichever formulation the manufacturer used, a far more reliable check than guessing the chemistry from the box art.
