NEERI-certified green crackers are, specifically, crackers developed against a standard set by CSIR-NEERI and verified through a logo-plus-QR-code system on the pack. The name gets used loosely; the certification behind it is a defined, checkable process.
Who CSIR-NEERI actually is
CSIR-NEERI is the Council of Scientific and Industrial Research: National Environmental Engineering Research Institute, the body that developed green crackers as a category. When a product is called "NEERI-certified," it means this specific institute's formulation standard is the one the product was tested against, not a general industry claim of being eco-friendly.
The standard behind the certification
To earn NEERI certification, a cracker must deliver a minimum 30% reduction in particulate matter (PM) emissions compared with a conventional cracker of the same category, or a minimum 20% PM reduction combined with at least 10% reduction in gaseous emissions like SO2 and NO2. That two-path standard is the actual content of "NEERI-certified", a tested percentage cut, checked in a lab, not a marketing description.
What else the certification requires
Beyond the emission cut, PESO's approval criteria for green crackers required the formulation to be free of mercury, arsenic and barium nitrate, elements linked to toxic particulate and heavy-metal exposure from conventional fireworks. PESO's overall approval basis combined lower pollution, lower noise, and this material exclusion, so NEERI certification and PESO approval work together rather than as two separate checks a manufacturer could pick between.
How you can tell a product is genuinely NEERI-certified
Certified products carry the green CSIR-NEERI logo and a QR code on the packaging. Scanning that code, with your phone camera or the 'CSIR NEERI Green QR Code' app from the Play Store, should show licences, approvals and a certificate from CSIR-NEERI. If the code doesn't resolve to that information, the product hasn't actually cleared NEERI's certification process, regardless of what the label says.
The legal basis that makes this certification possible
NEERI-certified green crackers exist as a legal product category because the Supreme Court of India, by judgement dated 23 October 2018 in Writ Petition (Civil) No. 728 of 2015, allowed the manufacture and sale of green crackers. NEERI's role came after that ruling: developing the actual emission standard manufacturers had to meet to sell products under the green-cracker category the ruling made possible.
Scale of the certified market
CSIR signed agreements with roughly 230 companies to manufacture and sell certified green crackers, and their manufacturing cost is reported as about the same as, or slightly lower than, conventional crackers. That's a fairly wide manufacturing base for a certification programme, which is one reason genuinely certified products should be reasonably easy to find on shelves and online this 2026, rather than a rare specialty item.
Which product types can carry NEERI certification
NEERI certification isn't limited to one kind of firework. Certified formulations exist across flower pots, pencils, sparklers, maroons, bombs and chakkars, the standard product categories the programme covers.
