Asking what decibel level crackers reach is really two separate questions: how loud a bang physically is, and what India's rules actually restrict about when and where you can set one off. The two get mixed up a lot. Manufacturers don't publish exact decibel figures for individual crackers on the pack, so noise is usually described relatively, low, medium, high, very-high, rather than as a fixed number, and that's the honest way to talk about it here too. What's firmly on record, by contrast, is the legal side: two court orders that govern timing and geography, covered below exactly as they stand.
Decibels Don't Scale the Way You'd Expect
Sound intensity is measured on a logarithmic decibel scale, a basic property of acoustics that applies to any loud source, not something specific to fireworks. Each step up the scale represents a much bigger jump in actual acoustic energy than it sounds like it should, human hearing compresses that range, so a cracker that "feels" moderately louder than another can carry several times the energy. That's why relative ratings are more useful for a buyer than a number would be anyway: "high" versus "very-high" tells you more about what you'll actually experience than a decibel figure that varies by distance, surface, and even how many other crackers are going off around you at the same time.
Where the Products Sit, Relatively

What India's Courts Have Actually Ordered
Two rulings are the ones that matter for timing and location, and they're worth stating precisely rather than paraphrased into something vaguer.
The Supreme Court, in its 23 October 2018 order (WP(C) 728/2015), permitted the manufacture and sale of green crackers, banned barium-salt and joined crackers outright, and limited Diwali bursting to a roughly two-hour window, commonly observed as 8–10 PM. That window is a timing restriction, not a decibel cap. It doesn't specify a maximum loudness, only when bursting is allowed at all.
Separately, the National Green Tribunal, in orders dated 9 November and 1 December 2020 (O.A. 249/2020), banned firecrackers outright in poor-air-quality regions, including the NCR. That's a geography-based ban tied to air quality readings, again distinct from a noise limit, in a covered region, the restriction applies regardless of how loud or quiet the cracker is.
Neither order sets out a specific decibel ceiling in the text as given here, so this article isn't going to invent one. What's certain is that both the timing window and the regional ban apply on top of whatever a cracker's noise rating happens to be, a low-rated cracker still falls under the 8–10 PM window, and a quiet cracker doesn't exempt a buyer from an NCR-style ban.
