How Green Cracker Rules Changed the Dealer's Job
NEERI certification and QR codes moved compliance onto the seller's counter. What a dealer must now stock, verify and prove about every box.
Somewhere between the manufacturer and your counter, verifying a box became your job, not just the buyer's. Since the Supreme Court's order in Arjun Gopal v Union of India restricted lawful manufacture and sale nationwide to green, reduced-emission crackers and barred conventional high-pollution categories such as joined "laris" crackers and anything formulated with barium salts, what you are legally allowed to stock changed, and so did what a buyer standing at your counter is entitled to ask you to prove.
What Changed
The Supreme Court's order in Arjun Gopal v Union of India did two things to the shelf, not one. It restricted lawful sale nationwide to green crackers, developed by CSIR-NEERI, the government's environmental research body, and it named specific categories as banned outright: joined or "laris" crackers, and any cracker formulated with barium salts. That second part matters as much as the first for a dealer, because it means some stock that used to be an ordinary catalogue item is now simply not lawful to hold, certified or not.
Separately, the National Green Tribunal directed that only green crackers may be used at all in cities and towns where air quality sits at moderate or below, which narrows what is saleable further depending on where your shop actually is. A shop in a location that order covers cannot lean on "customers can choose" as a defence for stocking anything else.
None of this changed what a firework does. Green crackers still produce the same spark, flash and sound as the conventional version of the same product type; the difference the certification measures is emissions, not effect. A green cracker has to show a minimum 30% reduction in particulate matter against a conventional equivalent, or a 20% particulate-matter cut paired with at least a 10% reduction in gaseous emissions such as sulphur and nitrogen oxides, and the formulation has to be free of mercury, arsenic and barium (PESO and CSIR-NEERI approval criteria). None of this replaces the possession-for-sale licence itself; what the Explosives Rules actually require of a seller sits alongside certification as a separate, still-mandatory layer of compliance, and the Supreme Court's cracker rules in full cover what the order changed beyond certification alone.

What You May Stock
CSIR signed agreements with roughly 230 manufacturing companies to produce certified green crackers, and reported manufacturing cost for the green versions runs about the same as, or slightly below, the conventional product they replaced, which is worth knowing if a supplier tries to justify a price difference on cost grounds alone. Three certified formulations exist under CSIR-NEERI's own naming: SWAS, or Safe Water Releaser, which vents water vapour during the burn as a dust suppressant and dilutes gaseous emissions; STAR, or Safe Thermite Cracker; and SAFAL, Safe Minimal Aluminium. None of these are brand names a customer will recognise on packaging; what identifies certification is the logo and QR code, covered in the next section, not the formulation name.
Certified green versions exist across the ordinary product range a shop would already stock: flower pots, pencils, sparklers, maroons, bombs and chakkars are all made in green formulations, so switching to compliant stock does not mean narrowing your catalogue to a handful of items. What it means is checking, product by product, that what you are buying carries certification rather than assuming a supplier's whole range qualifies just because some of it does. None of this changes what your premises has to look like, either; the floor area, road width and distance conditions for a licensed shop are unaffected by certification status. Checking the QR Code
Every genuine green cracker box carries two things printed on it: the green CSIR-NEERI logo, and a unique QR code specific to that product. A box with neither, or with the logo but no code, is a box you should not be stocking, let alone selling.
Scanning that QR code with an ordinary phone camera should open the product's own licence, approval and NEERI certification details, along with a reference to the Supreme Court order that governs the category, and the same code can also be checked through the "CSIR NEERI Green QR Code" app on the Google Play Store if a camera scan does not resolve cleanly (West Bengal Pollution Control Board's FAQ; The Better India). If the code does not open to that information at all, on either method, the product is not a genuine certified green cracker, whatever the box claims.
That check is worth doing on your own stock before 2026's selling season starts, ideally as part of the same run-up where you are also finalising your temporary licence application, not as an afterthought once the shop is already open. A supplier's invoice describing something as "green" does not substitute for what is actually printed on the box. What Buyers Now Ask
A customer who has read even one article about green crackers will often ask two things at the counter: whether a product is certified, and whether you can show them. The honest answer to the first is a scan, not a verbal assurance, since the QR code and CSIR-NEERI logo are the actual proof and a dealer's word is not a substitute for either. Being able to hand over a box, point to the logo, and let a buyer scan the code themselves settles the question faster than explaining the certification system from scratch, and it settles it in a way nothing else does.
The second question, less often asked but worth being ready for, is why a green version costs what it does compared with what buyers remember paying before. There is no published figure this page can point to for a fixed price difference, but reported manufacturing cost for certified green crackers runs about the same as, or slightly under, the conventional product, which is a fair, sourced answer if the question comes up rather than guessing. What you may not lawfully do is stock or sell a joined "laris" cracker or anything containing barium salts regardless of what a customer requests, since that category is barred outright by the Supreme Court's order, not merely discouraged.
